Overview

The State’s Multidisciplinary Crime Prevention and Crisis Intervention Grant Program is a funding opportunity offered through the Office of Adult and Juvenile Assistance (OAJJA) for fiscal years 2023 and 2024.

Program Description

Purpose of the Funds

To award grant funding to eligible recipients for collaborative processes to support community-based, Native American-led organizations and/or Native American-serving approaches to crime prevention and crisis intervention strategies, specifically in areas where crime is disproportionately high.

Eligible Activities

Crime Prevention and Crisis Intervention strategies may include: 

  • Violence interruption programs 
  • Early intervention teams
  • Primary and secondary violence prevention programs
  • Restorative justice services
  • Co-responder programs
  • Other research-informed crime and crisis prevention and recidivism reduction programs
  • Support-team-assisted response programs

Funding Details

Amount Available

$481,071

The Division of Criminal Justice may allow up to twenty-five percent (25%) of the total grant award per fiscal year to be used for start-up expenses necessary to implement the grants, including hiring program staff, administrative expenses, or other allowable expenses determined by the Division and documented by the applicant. 

Any Advanced Payment must conform to the Office of the State Controller Fiscal rules pursuant to C.R.S. 24-30-202(13) and Rule 3-1: Commitment Vouchers §9. Advanced Payments.

Award period

July 1, 2023 to June 30, 2024

Applicants may apply for up to 12 months of funding, with the award period beginning July 1, 2023.

Match is not a requirement for this funding.

Applicants may not use more than ten percent of the total yearly grant award for administrative costs.

Eligiblity

Eligible grant recipients include any Native-led or Native-serving agencies, including but not limited to:

  • Federally recognized tribes with jurisdiction in Colorado
  • Tribal organizations (other than Federally recognized tribal governments)  
  • Community-based organizations and nonprofit agencies that provide services to Native Americans
  • Local law enforcement agencies
  • Local health or human service agencies
  • Third-party membership organizations or administrators on behalf of eligible grant recipients. Any third-party grant administrator shall:
    • Be a nonprofit organization in good standing with the secretary of state's office; 
    • Have experience as a third-party administrator for a state, multistate, federal, or foundation grant program; Be capable of providing a unified case management, financial, and data collection system related to services and payments received under the grant program; 
    • Be capable of providing technical assistance and other organizational development services to grantees to improve the delivery of services, financial management, or data collection; and 
    • Have experience and competency in working with underserved communities, particularly communities of color.

Evaluation

The Advisory Committee will evaluate applications based on the following criteria:

  • Which communities have the greatest need, including communities where many of these services are not available due to size or geographic location
  • Applicant’s level of cultural competency, gender responsiveness, and level of representation of the individuals the applicant seeks to serve
  • Level of collaboration, including partnerships between governmental agencies, Community-Based Organizations, and the community

The Crime Prevention and Intervention Advisory Committee will meet and make funding recommendations in Mid-late April.

Applications denied funding may submit an appeal within 3 days of notification; however, appeals may only contain clarifying information specific to the reasons noted in the denial notification.

Post Award Reporting Requirements

The grantee will be required to submit financial and programmatic reports describing how the grant funds were utilized, including data and other relevant information on performance metrics. These reports will be required quarterly and on or before August 1, 2024. Performance metrics will be outlined at the time of the award.

Project applications must be submitted on or before FRIDAY JUNE 30, 2023  (EXTENDED). DCJ support ends at 5:00 PM MST.    

PROJECT APPLICATIONS MUST BE SUBMITTED ONLINE.  

Failure to submit a complete project application may result in denial of funding.
