Working Group on Transforming Criminal and Juvenile Justice

The Working Group on Transforming Criminal and Juvenile Justice was created by Governor's Executive Order B 2023 001. It comprised of 17 members, eight of whom are appointed by the Governor and nine who are members by virtue of their agency position.

During its limited session, meetings were held in-person, virtual and public input was encouraged and available for the public to submit in person, virtually or by U.S. postal mail. 

The Working Group’s mission shall be to study and make recommendations outlining the structure, location, purpose, and composition of a future permanent, multi-disciplinary, evidenced-based entity or entities with dedicated year-round staff to address matters related to criminal and juvenile justice no later than Friday, March 1, 2024, with the preferred outcome of establishing such an entity(ies) in statute. The Working Group will meet regularly between November 2023 and March 2024 to accomplish the goal of producing these recommendations.

Emily Tofte Nestaval, Executive Director, Rocky Mountain Victim law Center, serves as a representative for Victim Advocates;

Tristan Gorman, Defense Bar, serves as a representative of the Criminal Defense Experience; 

Victoria Terranova, PhD, Professor, University of Northern Colorado, serves as a representative of the Academic Specializing in Matters related to Criminal Justice

Vincent Atchity, President & CEO, mental Health Colorado, serves as a representative in Behavioral Health;

Jamie FitzSimons, Sheriff, Summit County Sheriff's Office, serves as a representative in Law Enforcement;

Ubaldo Chavez, Business Account Manager, The Center for Employment Opportunities, serves as a representative as a Person with Lived Experience;

Debi Hunter Holen, executive Director, Colorado School and Public Employee retirement Association, serves as in representative in Victim of Crime;

 

Designated Members

Maureen Cain, Policy Liaison, Colorado Office of the Public Defender, serves as a representative of the State Public Defender,  who will serve as a co-chair of the Working Group;

Tom Raynes, Executive Director, Colorado District Attorney's Council, serves as a representative of the Executive Director of the Colorado District Attorneys’ Council as a co-chair of the Working Group; 

Stan Hilkey, Executive Director, Colorado Department of Public Safety, serves as a representative of the Executive Director of the Department of Public Safety;

Andre Stancil, Executive Director, Colorado Department of Corrections, serves as a representative of the Executive Director of the Department of Corrections, or their designee;

Matt Soper, State Representative House District 54, serves as a representative of the House Judiciary Committee Member; 

Julie Gonzales, State Senator, Senate District 34, serves as a representative of the Senate Judiciary Committee Member;

Janet Drake, Deputy, Criminal Justice Section with the Attorney General's office, serves as a representative of the Attorney General office;

Michael Weissman, State Representative, House District 36; serves as a representative of the House Judiciary Committee;
