What is Local VALE?

The Local Victim Assistance and Law Enforcement Program, established by state statute, provides grant funding to agencies that provide services to crime victims within Local Judicial Districts based on money collected from certain crimes. These funds are collected and used for grants to agencies that provide services to crime victims within the local judicial district from which the surcharge was imposed.

What Does Local VALE Fund?

According to state statute, Local VALE has two funding priority areas. Local VALE funds are used to establish funding programs that implement the Victim Rights Act. Local VALE funding is also used for victim and witness services which include crisis intervention services, victim services referrals, victim assistance programs, and counseling.

2023 Local VALE Report

Colorado’s local Victim and Witness Assistance and Law Enforcement (VALE) funding structure is unique in the nation. There is no other state that has legislated local funding for agencies providing direct services to crime victims.

  • $13,023,569 Total Local VALE Grant Funds to Agencies Providing Direct Crime Victim Services
  • $11,810,343 Funds collected by local VALE programs for grant allocations. This is approximately 10% less than CY 2022
  • 22% Funds disbursed to agencies providing general victim services
  • 18% Funds disbursed to agencies serving child victims
  • 18% Funds disbursed to law enforcement victim services
