The Office of Research and Statistics (ORS), pursuant to 24-33.5-518, C.R.S., collects data from county jails regarding facility and inmate statistics and restrictive housing. Links are provided below to report Jail Population Data and to report Restrictive Housing Data. The related legislative bills and due dates for reporting are provided below. Documentation on these two data collection requirements can be found in Jail Data Collection: Documentation (pdf). If a jail fails to submit a report within thirty days of the due date, the Executive Director of the Colorado Department of Public Safety is mandated to notify the jail that they are not in compliance (17-26-118(4)(c), C.R.S.).

JAIL: POPULATION DATA. A data submission portal (Laserfiche) is provided to submit jail facility and inmate statistics. Request access to the Laserfiche system by completing the form at the following link: https://portal.laserfiche.com/t5150/forms/LFRequest_General. Please allow 1 to 2 business days for our team to process your Access Request. You can expect an email from Laserfiche Cloud to verify your email address and setup your password during that time.

The Jail Data Collection mandates in 24-33.5-118, C.R.S., and/or 17-26-118, C.R.S., were derived from the following bills:
JAIL POPULATION DATA: House Bill 2019-1297 (enacted May 31, 2019) and Senate Bill 2022-196 (enacted October 1, 2022), require county jails to collect information regarding their facility and inmates and to report this information to the Division of Criminal Justice (DCJ) on a quarterly basis. These mandates require data be reported for Snapshot, Prior Quarter, and Prior 365 Days reporting periods as defined in Jail Data Definitions.
RESTRICTIVE HOUSING DATA: House Bill 2021-1211 requires jails with bed counts over 400 to report on their use of restrictive housing and inmate characteristics to the Division of Criminal Justice (DCJ) on a quarterly basis. This mandate requires data be reported for the Prior Quarter reporting period only as defined in Jail Data Definitions.
The three reporting periods and data types within each period are described in Jail Data Definitions. Submissions of Jail Population and Restrictive Housing data are due the third Friday of the first month of each quarter (January, April, July, and October).
