The Office of Research And Statistics (ORS), pursuant to H.B.19-1297, is the data collection agency for jails to report jail population measures since the last reporting quarter, over the prior 365 days, and others as a "snapshot" count on the first day of the reporting period (January 1, April 1, July 1, October 1). Pursuant to H.B.21-1211, jails with a bed capacity of 400 or more are required to report restrictive housing data and information quarterly. The data definitions of the information reported at each period are described below, starting with the Jail Population requirements and concluding below with the Restrictive Housing requirements.

Jail Population: Prior Quarter Measures
These measures are totaled for the past quarter from the first day of the quarter.
- Capacity
"Operational Capacity" means the number of inmates who can be accommodated in a jail facility based on the number of permanent beds that the facility is designed to hold and the facility's staff, existing programs, and services.
- Beds
The number of physical beds that a facility has.
- Bookings
The number of inmates who were booked into the facility in the previous quarter.
- Releases
The number of inmates who were released in the previous quarter.
- Deaths
The number of inmates who died in the previous quarter
- Medicaid
The number of inmates in the jail whose Medicaid was suspended while incarcerated and the number of inmates who were enrolled, or whose Medicaid was reinstated, prior to release [This reporting mandate was included in S.B.22-196; see also 17-26-118 (4)(e)].
Jail Population: Prior 365 Days Measures
These measures are totaled for the past 365 days from the first day of the quarter.
- Average Daily Population
Average daily population means the number of confined inmates each day for a year, divided by the number of days in the year.
- Average Length of Stay
This is the average number of days that a person convicted of a felony or misdemeanor spent in jail. It is calculated for persons released in the prior 365 days from the first day of the reporting quarter. This includes:
(i) confined inmates who were released within the prior twelve months whose most serious offense is a felony; and
(ii) confined inmates who were released within the prior twelve months whose most serious offense is a misdemeanor;
Jail Population: Snapshot (First Day of Quarter) Measures
These measures are counts on the first day of the quarter.
- Number of Inmates
The number of inmates confined in the facility. "Confined inmate" means an inmate under the supervision of a jail facility, including an inmate who is in transit to or from a facility, appearing in or in transit to or from court, held for other jurisdictions, in a hospital or other medical institution for treatment but would otherwise be housed in the jail facility, in a work-release program but returns to jail at night, or in a community-based program but returns to jail at night. "Confined inmate" does not include a person who is absent without leave, has escaped, is on long-term transfer to other jurisdictions, or is in a community-based program but does not return to jail at night.
- Sentenced Inmates
"Sentenced inmate" means an inmate who is confined and actively serving a sentence requiring a term of imprisonment. An inmate is considered sentenced even if the inmate is unsentenced in a separate case, and even if the inmate has a hold.
- Unsentenced - Hold
"Unsentenced inmate" means an inmate who is confined and awaiting case disposition. An inmate is not considered unsentenced if the inmate is actively serving a sentence requiring a term of imprisonment in a separate case. "Hold" means a mechanism preventing a confined inmate's release from custody on bail, including a hold on behalf of another criminal justice agency, a parole hold, and a probation hold.
- Unsentenced - No Hold (Pretrial)
These inmates are neither sentenced nor have a hold. They are generally considered to be the "pretrial" population who are awaiting disposition of their court case.
- Municipal Charge
The number of confined inmates held solely for a municipal offense. "Municipal offense" means a violation of, or conduct defined as unlawful by, any municipal code or ordinance.
- Administrative Segregation
The number of confined inmates held in administrative segregation or other custody level in which the inmate is allowed outside of his or her cell for two or fewer hours per day.
- Competency Evaluation
The number of confined inmates awaiting a competency evaluation, as defined in section 16-8.5-101 (1), a competency hearing, as defined in section 16-8.5-101 (3), or a restoration hearing, as defined in section 16-8.5-101 (13).
- Homeless
"Homeless" means an individual who lacks a fixed, regular, and adequate nighttime residence. An individual is considered homeless if the individual's primary address is recorded as:
(i) transient,
(ii) a supervised publicly or privately operated shelter designed to provide temporary living accommodations, including welfare hotels, congregate shelters, and transitional housing for persons with behavioral or mental health disorders, or (iii) a public or private place not designed for, nor ordinarily used as, a regular sleeping accommodation for human beings, including but not limited to an automobile, a park, an abandoned building, a bus or train station, or a similar setting.
Restrictive Housing: Prior Quarter Data
For jails with a bed capacity of 400 or more, data are reported for the previous quarter from the first day of the quarter.
"Restrictive Housing" means the state of being Involuntarily confined in one's cell for approximately Twenty-two hours per day or more with very limited out-of-cell Time, movement, or meaningful human interaction whether Pursuant to disciplinary, administrative, or classification action (17-26-302 (6), C.R.S.).
- Demographics
The following Demographic data are reported:
- Age
- Gender - Male, Female, Other Gender
- Race - American Indian/Alaska Native Asian, Black/African American, Native Hawaiian/Pacific Islander, White, or Unknown Race
- Ethnicity - Non-Hispanic, Hispanic, or Unknown Ethnicity
- Mental Illness Information
The following Mental Illness Information is reported as "Yes" or "No" and descriptions are required where noted:
- Diagnosed or Exhibiting Serious Mental Illness (SMI)*
- Specific Serious Mental Illness (Note: Describe SMI)
- Self-Reported Serious Mental Illness
- Specific Self-Reported Serious Mental Illness (Note: Describe SMI)
- Self-Reported Suicidality
- Exhibiting Self-Harm
* “Serious Mental Illness” (SMI) means one or more substantial disorders of the cognitive, volitional, or emotional processes that grossly impair judgment or capacity to recognize reality or to control behavior and that substantially interfere with the person's ability to meet the ordinary demands of living. These can include, but are not limited to, a psychotic disorder, bipolar disorder, or major depressive disorder or any diagnosed mental disorder, except for substance use disorders, currently associated with serious impairment of psychological, cognitive, or behavioral functioning (17-26-302 (7), C.R.S.).
- Accessibility / Minor Status / Disability Information
The following Accessibility, Minor Status, and Disability Information is reported as "Yes" or "No."
- Significant Auditory or Visual Impairment (Above the Ability to Accommodate)
- Pregnant or in Postpartum Period [Defined in statute as "one year after a pregnancy has ended."]

* "Intellectual or Developmental Disability" means a disability attributable to an intellectual or developmental condition, as defined in the latest edition of the Diagnostic and Statistical Manual of the American Psychiatric Association, or related conditions constituting a severe or profound disability (17-26-302 (1), C.R.S.).

The following Restrictive Housing Details and Outcomes data are reported as "Yes" or "No," unless noted otherwise:
