In 1992, the Colorado General Assembly passed legislation that created a Sex Offender Treatment Board to develop standards and guidelines for the assessment, evaluation, treatment and behavioral monitoring of sex offenders. The General Assembly changed the name to the Sex Offender Management Board (SOMB) in 1998 to more accurately reflect the duties assigned to the SOMB. 

Based on the statutory requirement pursuant to 16-11.7-103 (4) (b) (II) C.R.S., the SOMB shall establish a committee to make recommendations regarding revisions to the Standards and Guidelines to the Board. Per statute, at least eighty percent of the members of the committee must be approved treatment providers.

The SOMB Best Practices Committee typically meets once per month on the third Wednesday of the month from 9am-11am. Meeting locations are typically in the Denver Metro Area and meetings are also conducted via WebEx. Appointed members are expected to attend a majority of the meetings.
