Human Trafficking is a lucrative and thriving enterprise that takes place around the globe and in Colorado. As part of the legislation that created the Colorado Human Trafficking Council, the Colorado General Assembly tasked the Council with the development of training standards and curricula on human trafficking for a wide range of sectors including law enforcement.
In 2016, the Council created its first training programs to help establish a common language and understanding of human trafficking and its impact on Colorado. These interactive programs are designed to provide participants with foundational information on the topic rooted in the Colorado context. In 2019, the Council created an advanced workshop to help service providers navigate providing trauma-informed, survivor-driven direct care. This half-day workshop is rooted in Colorado solutions with regional context.

An Introduction to Human Trafficking in Colorado
An Introduction to Human Trafficking in Colorado is the Council’s core human trafficking curricula designed to meet the training needs of a range of professional sectors as an introductory course. This program is instructor-led and can be delivered in 1, 2, and 2 1/2 hour long sessions both in-person, as well as through a virtual platform. It is available in both English and Spanish.
The 2-hour version of this program has also been converted to an interactive, self-paced online training module. The online version of this program is perfect for individuals. To learn more about the online program contact Camerron Resener at camerron.resener@state.co.us.
All versions of this curriculum were designed by subject matter experts in the field of human trafficking that cover a variety of disciplines including survivor consultants, prosecutors, human services, victim advocates, law enforcement, and service providers – just to name a few. By attending this program, participants will learn:
- The who, what, where and why of human trafficking
- Indicators of human trafficking
- The different types of trafficking that occurs in Colorado
- How to respond to potential victims
- How to develop a holistic community response and spread awareness

Human Trafficking Investigations: An Introductory Course
Human Trafficking Investigations: An Introductory Course is the Council’s law enforcement specific training program. This 2-hour interactive program is designed primarily for patrol officers, but is also appropriate for any law enforcement personnel looking for an introductory course on human trafficking. This program is instructor-led and can be delivered both in-person, as well as through a virtual platform.
This training program provides foundational information on identifying and responding to human trafficking, with case studies rooted in the Colorado context. Subject matter experts representing survivor consultants and various law enforcement agencies at the local, state and federal level helped develop and beta test this program.
This program has also been converted to an interactive, self-paced online training module. The online version of this program is perfect for busy professionals. To learn more about the online program, contact Camerron Resener at camerron.resener@state.co.us.
By attending this program, participants will be able to:
- Explain the who, what, where and why of human trafficking
- Understand Colorado’s criminal definition of human trafficking and reporting requirements
- Identify indicators of human trafficking
- Provide examples of potential evidence that are valuable to document, and when appropriate, to collect in both sex and labor trafficking cases
- Develop multi-sector partnerships to address human trafficking cases
This training program is eligible for POST hours to meet the annual in-service training requirement. To receive POST credit for this training, approval from the head of your agency must be obtained prior to your participation. Once approved and training is complete, simply submit your certification of completion to the person at your agency responsible for entries into the POST Portal.

Meeting Human Trafficking Survivor’s Needs: An Advanced Workshop for Service Providers
Meeting Human Trafficking Survivor’s Needs: An Advanced Workshop for Service Providers is a half-day interactive workshop designed primarily for service providers looking for an advanced course on human trafficking including: community-based victim advocates, mental/behavioral health professionals, case managers, and others who provide direct care to survivors of human trafficking.
This workshop is designed to answer the question asked after identification of a victim, “now what?”, with problem-solving rooted in the Colorado context.
By participating in this program, attendees will learn how to:
- Describe the impact of trauma on survivors of human trafficking
- Develop a survivor-driven approach
- Identify potential service needs of survivors
- Understand the challenges of service delivery to this population
- Create a referral network and use local resources to develop intensive service plans
- Recognize secondary trauma and highlight a self-care plan
