The Sex Offender Management Board (SOMB) is committed to utilizing current research-based best practices. One of the ways the SOMB stays current on research is through the work of its active committees.
- These committees meet on a regular basis and report back to the SOMB to inform potential modifications to the Adult and Juvenile Standards.

Application Review Committee (ARC)
The Application Review Committee (ARC) reviews all new and re-applications for treatment providers, evaluators and polygraph examiners. Complaints made against listed providers are also reviewed by the ARC. ARC additionally conducts randomized or for-cause Standards Compliance Reviews to ensure consistent implementation of the Standards. Learn more about the committee members by reading their bios.
Adult Standards Revision Committee
This Committee reviews and revises the Adult Standards and Guidelines as needed, based on emerging research and best practices. Revisions are also made to clarify information based on any feedback received from stakeholders.
Best Practices Committee
The Best Practices Committee strives to ensure that the Adult and Juvenile Standards and Guidelines remain current with any emerging research by making recommendations to other active committees, including the SOMB when necessary. This Committee consists of a minimum of 80% treatment providers, in accordance with 16-11.7-103 (4) (b) (II) C.R.S.
This Committee typically meets once per month on the third Wednesday of the month from 9am-11am. Meetings are typically held in the Denver area and also conducted via WebEx. Appointed members are expected to attend a majority of the meetings.
Executive Committee
The purpose of the SOMB Executive Committee is to review and maintain the mission of the SOMB. The Executive Committee prepares the agenda consisting of presentations, decisions items, and discussions prior to the SOMB meeting.
Victim Advocacy Committee
To ensure that the SOMB remains victim-centered and that the Adult and Juvenile Standards and Guidelines address victim needs and include a victim perspective.
Juvenile Standards Revision Committee
This Committee reviews and revises the Juvenile Standards and Guidelines as needed, based on emerging research and best practices. Revisions are also made to clarify information based on any feedback received from stakeholders.
Sex Offender Registration Legislative Work Group
The Sex Offender Registration Legislative Work Group strives to ensure that sex offender registration and community notification of sexually violent predators is working effectively by addressing system level concerns of stakeholders. The Committee works with law enforcement to examine and make suggestions for improvements to registry processes.
SONICS Work Group
This workgroup focuses on developing a classification system to designate clients into different categories according to a comprehensive assessment of needs. The goal is to improve accuracy and consistency in decision-making across disciplines by creating a common language system to describe and communicate a client’s overall risk profile
Surcharge Allocation Committee
The Surcharge Allocation Committee is responsible for making recommendations to the SOMB regarding the allocation of moneys deposited in the Sex Offender Surcharge Fund, and the coordination of expenditures of moneys from the Sex Offender Surcharge Fund with any moneys expended by any of the Departments to identify, evaluate, and treat adult sex offenders and juveniles who have committed sexual offenses.
Training Committee (In collaboration with the DVOMB)
The Training Committee assists with the ongoing identification of training topics and objectives, and provides support in the planning process of long-range and large-scale training events. This Committee also helps define and assess the training needs for stakeholders affiliated in the fields of domestic violence and sex offender management.
Family Education, Engagement, & Support Committee
This Committee seeks to provide ways to educate families of adults who have been convicted of sexual offenses about the journey their loved one will take from arrest to post sentencing; to support families by acknowledging the impact their loved one’s offenses will have on their family; and to offer appropriate engagement opportunities for families who want to know what they can do and where they can go to get help and answers to their questions.
