Collaborative Crisis Response Intervention Training (CRIT) Program
The Colorado Division of Criminal Justice (DCJ) has launched a Collaborative Crisis Response Intervention Training (CRIT) program. Funded by a Bureau of Justice Assistance (BJA) grant, with technical assistance provided by the International Association of Chiefs of Police (IACP), DCJ’s Collaborative CRIT Program seeks to increase collaboration between law enforcement, public safety answering points (PSAPs*), and local service providers to meet the needs of individuals in crisis; equip local agencies to train their staff using the Crisis Response Intervention Training (CRIT) model; and improve access to quality training in rural and suburban areas of the state using a train-the-trainer approach.
Opportunity to Realize
Currently, PSAPs in Colorado operate as independent entities, managed by a range of organizations, including local sheriff’s departments, municipal agencies, and the Colorado State Patrol. Their expertise is crucial to triaging crises and enforcement officers rely heavily on information provided by PSAPs, yet the two groups rarely train together. The CRIT initiative directly addresses this disconnect, equipping first responders with the knowledge and skills necessary to identify alternative responses to crises and reduce reliance on traditional law enforcement tactics.
* A Public-Safety Answering Point (PSAP) is a specialized call center designed to receive and manage emergency calls from the public. These calls are directed to first responders, including law enforcement, fire services, or emergency medical personnel.
Training Overview
Colorado CRIT expands upon existing Crisis Intervention Training (CIT) to include additional focus areas, such as intellectual and developmental disabilities, traumatic brain injury (TBI), and Colorado-specific resources. Leveraging the Train the Trainer (T4T) model, DCJ will provide two rural and one suburban agency in Colorado with the tools and resources needed to independently facilitate CRIT in their communities. This approach not only ensures local sustainability but also allows for the widespread dissemination of the CRIT curriculum. The program’s collaborative design incorporates joint training sessions, creating shared terminology and experiences among law enforcement officers, PSAP specialists, and behavioral health professionals.
By fostering collaboration, the CRIT program aims to:
- Improve communication between first responders.
- Enhance understanding of behavioral health and disability-related needs.
- Increase the use of alternative crisis resources.
- Reduce adverse outcomes associated with law enforcement responses.
CRIT Grant
CRIT grant funding will support fees for travel to the T4T and for the overtime to back-fill position and hourly rates for the training team that attends the T4T. The grant will also support the trained team offering one local CRIT session. This support ensures agencies can participate without financial burden.

Those invited to apply include:
- Law enforcement agencies
- Public-Safety Answering Points (PSAP)
Selected teams will play a pivotal role in piloting the training model, setting the stage for statewide implementation.
Training teams must be available to attend CRIT Train-the-trainer in Avon/Vail May 11-14, 2026.

What is Fluxx?
Fluxx is the official grants management system (GMS) for the Colorado Division of Criminal Justice (DCJ).
A Fluxx account must be created to view the details of a grant, requirements, access application materials, and much for all grants administered by DCJ.
This platform is the central hub for all grant-related activities. Applicants use Fluxx to find funding opportunities and submit applications. Grantees must create a Fluxx account to use the portal, manage every aspect of an award, including:
