(1) (a) (I) BY JULY 1, 2023, ALL LOCAL LAW ENFORCEMENT AGENCIES IN THE STATE AND THE COLORADO STATE PATROL SHALL PROVIDE BODY-WORN CAMERAS FOR EACH PEACE OFFICER OF THE LAW ENFORCEMENT AGENCY WHO INTERACTS WITH MEMBERS OF THE PUBLIC. LAW ENFORCEMENT AGENCIES MAY SEEK FUNDING PURSUANT TO SECTION 24-33.5-519.
SB20-217 Enhance Law Enforcement Integrity
Beginning July 1, 2023, the Enhance Law Enforcement Integrity Act requires all local law enforcement agencies and the Colorado state patrol to issue body-worn cameras to their officers, except for those working in jails, working as administrative or civilian staff, the executive detail of the state patrol, and those working in court rooms.
HB21-1250 Measures to Address Law Enforcement Accountability
The Measures to Address Law Enforcement Accountability Act makes changes to the provisions of Senate Bill 20-217, enacted in 2020, (SB 217) to provide clarity and address issues discovered since the passage of that bill. SB 217 used the term "exonerated", but never defined it; the act defines "exonerated" and further clarifies the term "contact".
Body Worn Camera Funding
Total Funding
Over $5 MILLION has been awarded to close to 100 law enforcement agencies across Colorado.
2,885 body-worn cameras were requested by law enforcement agencies. 100% of these requests will all be funded at $1,100 each for a total of $3,173,500.
The remaining $2,826,500 was divided equally among the law enforcement agencies that requested funding to purchase body-worn camera accessories.
All those who submitted an intent to apply application will qualify to receive a minimum of $25,695.45.

The purpose of the Edward Byrne Memorial Justice Assistance Grant Program, offered through the Bureau of Justice Assistance (BJA), is to promote working partnerships between federal, state, and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system.
